But this is STAGEDIR.
We control exactly what exists.  It's never an unknown.

So we should know if DICT_ARCHIVE exists or not.  It will always be either true
or false in the STAGEDIR depending on the build dependencies, right?

I would (and if you can't maybe I will) use "poudriere testport -i" to see
exactly what is in the stagedir.  If the DICT_ARCHIVE is present, you always
add it.  If it's not, we remove the line.
