Two thoughts come to mind.

1.  After making the kernel, did you install it?  You may
want to check that it is installed.

2.  How did you "make" the devices?  If you did not use
the MAKEDEV script or manually use makenod, then all you did
was to create subdirectories in /dev with the bpf names.
