Not sure I understand what you mean by make it optional and silliness
under Linux.  The behavior is pretty well defined under Linux and here
it sounds like you either you create an interface as "<name>.<tag>" or
"<name>".  Granted under Linux saying "<name>.<tag>" wouldn't make it a
vlan unless you say "VLAN=yes"...
