   If i look into dnscrypt-proxy I see no USERS/GROUPS line so it is not
   clear for me why it conflicts

     I don't completely understand what you mean. Both sguil and
     dnscrypt-proxy were sharing UID 978. Unless you mean "registered" as
     something besides the UIDs file in the ports tree...
