You don't mention which version of FreeBSD you're running... OpenSSL became part of the base system fairly recently, so new versions have it installed by default. You can get it via /stand/sysinstall Configure->Distributions->crypto if it didn't get installed for some reason. And if that doesn't work, /usr/ports/security/openssl.
