If you are refering to the pointing device of Toshiba Libretto not
working for a while after the system resumes, the PSM_HOOKAPM option
MAY work, but not necessarily always. In fact, it works well with
many Toshiba laptops, whereas it doesn't have any effect on others.

You may experiment with PSM_RESETAFTERSUSPEND too. It must be used
together with PSM_HOOKAPM. But, so long as PSM_HOOKAPM alone works,
there is no point in using PSM_RESETAFTERSUSPEND.
