Of course I found the real FreeBSD solution to this one just one minute after submitting the problem report: named_enable="NO" in /etc/rc.conf must be set to yes to make ndc restart work. Of course /etc/rc.conf doesn't exist in a FreeBSD 2.2.1 system, which has been upgraded with BIND 4.9.6 :-} And the 2.2-RELENG system was just a test box where I had started BIND manually, not from rc.conf....
