how much is it slowing your cpu ?
are you sure is powerd and not cpufreq in the kernel? anyway, try this sysctl line :
debug.cpufreq.lowest={lowest_freq_in_mhz_to_slow_cpu_to}.
i have it set to 932 (in my /etc/sysctl.conf ). I have used this for other reasons, unrelated to sound.
my cpu is
CPU: Intel(R) Pentium(R) M processor 2.00GHz (1995.01-MHz 686-class CPU)
Origin = "GenuineIntel" Id = 0x6d8 Stepping = 8
and I'm running 7.0-Beta4
