Have you tried ifconfig <NIC> up/down?
When I had the same problem with an unnamed ISP
*cough*bellsouth*cough* I made a script that cron ran once an hour. It
pinged 3 outside ip's and if none responded, then it would ifconfig
down, ifconfig up, and when it came back up, it requested an IP from
the DHCP server.
