The full NetBSD 0.8 release announcement was archived.  You can find one
copy of it at:

ftp://ftp.netbsd.org/pub/NetBSD/misc/release/NetBSD/NetBSD-0.8

This post from cgd is dated 19-Apr-1993.  Though it isn't as formal as later
NetBSD release announcements, this is probably the closest thing to a "0.8
release announcement" that exists.
