  o MFC of an appropriate adaptation of 1.22, tighten restrictions on
    the use of /proc/pid/ctl.  This is a backport of the -CURRENT patch
    to use the procdfs CHECKIO() interface rather than the p_can
    interface available in -CURRENT.  sef reviewed the patch for -CURRENT,
    and had proposed a less fascist version of the patch for -STABLE.
