Yes, this is a known problem.  It completely bypasses all the access checks
etc.  This is why the access control system on the cluster was changed some
time back.  You dont want to know what cvs import does with regard to
locking. Hint: there isn't any.  An import will happily trash somebody else's
mid-flight commit.
