Can someone tell me which is appropriate when FreeBSD 5.4-PRE is used as a 
router running pf with built in NAT ?

And what is the difference on these 2 options?

Lastly, do I still need to set
gateway_enable="YES" ?
(or does that do the same thing as sysctl commands above)
