A quick search on CPAN revealed this:

http://search.cpan.org/~gugu/App-Pm2Port-0.29/lib/App/Pm2Port.pm

(Creates FreeBSD port from Perl module)

I seem to recall something like this also listed in the
[FreeBSD] ports tree.
