No, it was installed by building the port:

# pkg_info | fgrep webcamd
webcamd-0.1.23      A port of Linux USB webcam and DVB drivers into userspace


# head /usr/local/etc/rc.d/webcamd
#!/bin/sh
# $FreeBSD: ports/multimedia/webcamd/files/webcamd.in,v 1.5 2010/12/12 22:52:07 kwm Exp $
#
# PROVIDE: webcamd
# REQUIRE: DAEMON
