It is fine, since /etc/defaults/rc.conf also says this at the bottom:

### Allow local configuration override at the very end here ##
##############################################################

#
for i in ${rc_conf_files}; do
	if [ -f $i ]; then
        	. $i
	fi
done

and rc_conf_files is set to "/etc/rc.conf /etc/rc.conf.local"
by default.
