It seems this problem isn't unique to FreeBSD:
https://bbs.archlinux.org/viewtopic.php?id=184971
http://forums.fedoraforum.org/showthread.php?p=1663187
http://forums.opensuse.org/showthread.php/477964-USB-mouse-and-keyboard-not-working-in-12-2

I am interpreting that the addition of Hotplugging support for Xorg
also adds a dependency on xorg-x11-drv-evdev.i686
which Ports may not be incorporating.
