I just built imap-uw a few days ago, and it fetched the tarball fine. Of
course, that was a few days ago.

You can manually fetch imap-2000c into /usr/ports/distfiles. Get it at
ftp.cac.washington.edu/imap/old/imap2000c.tar.Z
