That's the result of using a relatively old version of cvsweb in its
default configuration with a relatively new version of cvs.  Newer
versions of cvs don't have the -l option, nor do recent versions of
cvsweb (>= 3.0.1) try to use it by default.  Remove -l from your
cvsweb.conf's @cvs_options (and/or upgrade to cvsweb 3.0.x).
