The (other) Please check your environment variables. Relevant are LC_TIME, LC_ALL, LANG. If any one of them is set (and exported) it must be set to an entry in /usr/share/locale. And this entry should denote (a symbolic link to) a directory. And in that directory a (symbolic link to) file LC_TIME should exist.
