There are a zillion bogons in the sgml -> [nt]roff conversion
including, quotes and periods at the beginning of lines.  I have
fixes for pretty much all of these and when I'm done writing one
more paper (about designing SGML DTDs incidentally) I'll be able
to bring in the fixes.
