This (in Makefile.inc1) is why it works:

CROSSENV=3D       MAKEOBJDIRPREFIX=3D${OBJTREE} \
                MACHINE_ARCH=3D${TARGET_ARCH} \
                MACHINE=3D${TARGET} \
                CPUTYPE=3D${TARGET_CPUTYPE}
# ...
distrib-dirs distribution:
        cd ${.CURDIR}/etc; ${CROSSENV} PATH=3D${TMPPATH} ${MAKE} \
            ${IMAKE_INSTALL} ${IMAKE_MTREE} METALOG=3D${METALOG} ${.TARGET}

although I would have written it differently:

distrib-dirs distribution:
        (cd ${.CURDIR}/etc && ${CROSSENV} PATH=3D${TMPPATH} ${MAKE} \
            ${IMAKE_INSTALL} ${IMAKE_MTREE} METALOG=3D${METALOG} ${.TARGET})

but that's a nit.
