This happened to me yesterday, shortly after installing from the cd.
All the comments in rc.conf were doubled up.  At that stage I hadn't
installed anything outside the freebsd distribution.  Samba wasn't, and
still isn't installed..

I'm not sure what I may have done to cause it.  I just put it down to
general freakyness and copied in a new rc.conf.
