Look in src/gnu/usr.bin/perl/Makefile.inc at the "links" and
"scripts" targets.

Sort of. I think it got done once, and then my improvements to the
build process broke the upgrade route. It looks like a old-perl/new-perl
"race" to get miniperl done, and it needs more unravelling.
