sh "set" doesn't show all shell variables.

$ x=123
$ echo $x
123
$ set
[won't show x]

     set [-/+abCEefIimnpTuVvx] [-/+o longname] [-c string] [-- arg ...]
	     The set command performs three different functions:
	     With no arguments, it lists the values of all shell variables.

it appears that if x is set in the current shell,
it should also appear in "set" output.
