The system are unable to reboot when swap device are on.
There are some examples:
Single-user mode:
1) After enabling swap device via "swapon /dev/da0s1b", system cannot be rebooted.
2) After enabling and disabling swap device via "swapon /dev/da0s1b" and "swapoff /dev/da0s1b", system can be rebooted normaly.

Multi-user mode:
1) If I disable swap device in fstab - reboot from multiuser mode will pass.

There are no swapoff command in rc scripts.
