Environment variable.

Noted, although I have since changed it back.

Only in /usr/src/share/mk: Makefile

Noted, although the 'diff' and 'make' indicate that all is
normal.  Now that I'm more awake, I'll do a test run (no
additional flags or messing around), and post again if I still
observe static linking in /usr/* files.
