Subject:   make buildworld fails / neqn / grog /groff

I haven't been able to build new world since Apr14 or so.  I have
cvsupped sources multiple times and buildworld always fails on neqn.
If I remove this next it fails on grog and so on.  Any good ideas
what's wrong?
