There appear to be several open Y2K related problem reports:

gnu/5992 [cvs related - no patch]
misc/9500 [edithook related - patch included]
bin/9501 [cvs related - patch included]
bin/9502 [groff related - patch included]

Unfortunately, these weren't corrected prior to the 3.1 release....

Perhaps the statement (by David Greenman) should be updated on
the y2kbug page? :-)

Any chance of getting these PRs reprioritized?

Thanks,
-SR
