I think that this problem is related to the new rc.conf location.
Now, the "default" rc.conf lives in /etc/defaults, and under /etc
is the rc.conf that contains _only_ local modifications. The
/etc/rc script has been modified to read /etc/defaults/rc.conf,
which in turn reads (if they exist) /etc/rc.conf and /etc/rc.conf.local.

Check that /etc/rc reads /etc/defaults/rc.conf (and /etc/rc.conf only
as a fallback), and that your /etc/rc.conf _only_ contains local
modifications, and that it does not read rc.conf recursively.
