Bad idea.

/dev. Tar can't handle the entries in it. It's also going to lose any
flags that may be set anywhere on the system.

If you're planning on restoring the system from this CD, you'll want
to use something other than tar. If you're using it to create a
bootable CD for recovery, then I thought I saw a reasonable solution
go buy.
