make fails with message

In file included from genpref.cc:13:

intl.h:7: libintl.h: No such file or directory
>How-To-Repeat:
type make in /usr/ports/x11-wm/icewm
>Fix:
A similar problem occured in January for 1.0.6. (see ports/24366)
The fix to the previous problem with 1.0.6 involved a dependency
on gettext. Note that I have gettext-0.10.35 installed.

libintl.h is in /usr/local/include

P.S. I am not a programmer.
