  Log:
  Correct a discrepancy between the Porter's Handbook and portlint with regard
  to COMMENT.  Portlint recommends a COMMENT no longer than 70 characters where
  as the Porter's Handbook recommends 60.  Given that most people have built
  COMMENT based on the portlint's recommendation, update the handbook to say
  COMMENT should be no longer than 70 characters.
