cd /usr/ports/net/asterisk11
'make config' does not show all options from distfile's makefiles.
'make install' always install default english sounds.
Linux users can run 'make menuselect' to choose language-specific sounds and  other settings.
For any non-english-language target country, the installed directory /usr/local/share/asterisk/sounds need to be reworked: rm -rf en, then download and extract soundfiles.

As localization is mandatory on such software, patches and makefile need to be rewritten to include the language features of 'menuselect' in 'make config'.
