  Again, I like to apologize for my hasty response earlier. Now that I'm awake
again and grok what you originally said, I think this is somewhat
useful. However, you should be able to do what you want via the nologin
login.conf option (man 5 login.conf). You should be able to set nologin to
~/.nologin and get the desired effect. I keep saying "should" because
my read of libutil/libc indicates that it doesn't expand ~'s in login.conf
lines. I think the ideal fix would be to teach libutil/libc about ~ expansion
(cgetstr already understands certain escapes).
