I believe it is, but am not absolutely positive. I know I was surprised to find it installed, and the options look quite similar, although I have not done a detailed comparison. The only IRIX package I have that uses it is Gaussian. (The IRIX boxes just run commercial software and enough open source stuff to make the environment livable, and that all builds correctly with some sort of configure script.)
