It's true that sysctl resides in /sbin/sysctl, not /usr/sbin/sysctl. On my system (2.2.8-RELEASE -- sorry don't have my system connected to the net yet :( ) /usr/sbin/sysctl is a symlink to something close to /R/stage/tree/bin/sysctl or something like that. I changed the symlink so that /usr/sbin/sysctl -> /sbin/sysctl and everything works fine.
