I ran into the same problem but some googling revealed the hpijs
drivers (which use foomatic) have been deprecated for many years now
in favor of the hpcups drivers.  So maybe the hpijs drivers should
just not be installed or perhaps hidden behind an option that is
described as deprecated so people won't be surprised when a future
release of hplip doesn't ship them.
