this is dependent on list server software and/or addition software
running on the mail server distributing the lists. regardless of a list
being generally open or subscriber-post-only, it is not an easy thing to
implement on high-volume list servers. "plugging in" tmda or similar
software imposes a heavy load, for it being invoked for every single
message coming in.
