This has been an outstanding bug / issue for some time in FreeBSD's PPPoE 
for a lot of DSL users.  The patches in the PR add a new config var that 
allows the user to work around a bug either in FreeBSD's LQR or a bug in 
Juniper's LQR implementation.  Its not clear who is at fault.  Without this 
fix, PPPoE users in Canada and parts of Europe cannot use LCP ECHOs to 
monitor link status.
