Did you add options ISP_TARGET_MODE?  Are you sure your bus:tid:lun
actually specifies the right controller?  Are there any other messages
printed before this one to explain what went wrong?

For unrelated reasons, you also need to upgrade to 5.0-current or 4.8R
when it comes out to get some important targ fixes.
