I don't think you ever mentioned what version of BSD you're running. 
if= handling went into getty on 1997-02-02, and went into telnetd on
1998-04-26.  FreeBSD 2.2.5 and 2.2.6 were released between those time
periods, so if you're running one of them, upgrading to 2.2.8 will
help.
