Ah, yes.  

What version of /usr/lib/aout/libc.so.* do you have?  ___inet_addr comes
from there.

Perhaps you didn't install the compat22 distribution?

What version of netscape is it?  Linux or FreeBSD?

Your a.out libc is out of date or missing, is what I'm diagnosing at this
point.
