I'm trying to build a lot of stuff on OpenBSD, and a lot of it is
currently broken for one reason or another. I'd like to mark these in
the FreeBSD tree. I was thinking of having OpenBSD_BROKEN=xxxx so
that we'd check BROKEN first, and then ${OPSYS}_BROKEN next and then
keep going iff both aren't present.
