In the absense of a copyright, no license is needed at all to use the work. Therefore, you must reclaim copyright over the work to relicense it to Microsoft or whomever. If you release a work with a license that allows for any copying, you retain the copyright, and you can relicense it later if you so choose. Be very careful here.
