Actually, you'll be hard-pressed to get a DOS file called "emacs-19.29.tgz",
and that's the problem.  The package tools want files ending in .tgz, and
the packages collection doesn't try to fit DOS filesname restrictions.

rename it to emacs.tgz and try again.
