I'm the guy who ported tclcl, and i'm not so sure what it does, that's why
i left the DESCR identical to COMMENT. I even searched all the docs that
come with the package and couln't find a decent description of what it
does.  All i know is that ns and nam refuse to build without this library.
perhaps incorporating it to the ns build would be the right thing, but
technically nam does not depend on ns being there and both nam and ns
depend on tclcl being there... does that make sense? :)
