Yuck.  I'd need to look at your dmesg and some other things, but I'm
too beat right now to go into details :-(.

Work around:
	hw.pcic.intr_route=2
	hw.pcic.irq=0
in your /boot/loader.conf.

This will restore ISA routing.

/me thinks an UPDATING entry would be in order.
