Yes, this is the point I tried to make yesterday, but your description
is more succinct.

I also think this is a good idea, but it should be clear how to
"directly notify translation teams".  This should be done in a way
that both -doc committers and translation teams are happy with.

I'm sure there will be some teething problems with the first -doc
freeze, but we'll learn from them.  Your "directly notify translation
teams" comment is one example of a procedure that different people
will interpret differently.  Hopefully nobody will get too upset as we
figure out the best way implement a freeze.
