It still used to be broken for all countries with more than one
screenful of locations.  There used to be even more brokeness, e.g.
you don't need to believe that an /etc/localtime pointing to
/usr/share/zoneinfo/Atlantic/Azores must have been the definition for
the Azores -- a previous call to tzsetup(8) could easily have written
the zone information for Moscow into this file. :-((
